SEPTAGE/LIQUID HAULED WASTE
GUIDELINES FOR ACCEPTANCE AT THE MCUA CENTRAL TREATMENT PLANT

The MCUA shall receive septage/liquid hauled waste only at discharge points designated by the MCUA. The septage/trucked waste shall be of a domestic origin only, which shall not contain any waste generated at any treatment plant, grease trap or industrial process, unless the MCUA shall have given written consent to its inclusion. The MCUA reserves its right to refuse acceptance of septage/hauled waste at any time without cause.

Septage/liquid hauled waste shall be generated at properties within the MCUA service area, unless the MCUA has given written consent to its inclusion.

Hours of Operation: 7:00AM – 7:00PM

The following information must be included with a Septage Application Form:

  • A copy of the hauler’s valid NJDEP registration
  • A copy of the hauler’s valid certificates of insurance for the following minimum coverages and amounts:
    1. Commercial General Liability (CGL) – on an “occurrence” basis, including products and completed operations, property damage, bodily injury and personal and advertising injury with limits no less than $2,000,000.00/occurrence. If a general aggregate limit applies, either the general aggregate limit shall apply separately to this project/location or the general aggregate limit shall be twice the required occurrence limit;
    2. Automobile Liability – Coverage for all owned, non-owned and hired vehicles with limits not less than $1,000,000.00/occurrence, combined single limits (CSL) or its equivalent;
    3. Workmen’s Compensation – as required by the State of New Jersey, with Statutory Limits, and Employers’ Liability insurance with a limit no less than $1,000,000.00/accident for bodily injury or disease;
    4. Pollution Liability – not less than $2,000,000.00/occurrence or claim and $2,000,000.00 policy aggregate.

MCUA Disposal Fee:
The septage/liquid hauled waste fee schedule is set forth in Section 14.3 of the MCUA Rules and Regulations

Hauler Payment:
The MCUA maintains a record of the quantity of septage received from this company at the Central Treatment Plant (CTP). On or about the 1st of the month, the MCUA shall send a billing invoice electronically based upon the recorded total volume of septage received for the previous month. For example, the total recorded volume received in January shall be invoiced in February. Payment is due within 15 days of receipt of the MCUA invoice, preferably by wire transfer, but not mandatory at this time.

Be advised, the MCUA may in its discretion, prohibit access to future septage receiving at the CTP, for any outstanding invoices not paid within the specified time period, unless specifically granted by the Authority.

OFFLOADING INSTRUCTIONS AT THE MCUA CENTRAL TREATMENT PLANT

Upon successful entry through the MCUA security gate and prior to offloading of the hauler waste at the CTP Headworks, the following must be adhered to:

  • Complete the Septage Generator Documentation in its entirety.
  • Take a sample of hauled waste and provide to on-site MCUA attendant to analyze for pH.
  • pH of hauled waste is within 5.0 – 12.5 S.U.
  • Hauled waste is deemed visually acceptable by MCUA (no oil or grease sheen)

NOTE: IF THE HAULED WASTE PRIOR TO OFFLOADING IS NOT WITHIN THE pH RANGE ABOVE AND/OR IS VISUALLY UNACCEPTABLE, THE MCUA SHALL NOT EXCEPT THIS WASTE UNLESS SPECIFIC APPROVAL IS GRANTED BY MCUA MANAGEMENT.
